Resumen

Las reformas implican cambios, introducen nuevas formas de planificación, ejecución y evaluación. También puede implicar la modernización y la introducción de procesos innovadores, que pueden ser disruptivos e incrementales, pero siempre teniendo en cuenta el desafío que surge en un principio: la capacidad de gobernanza. Por lo tanto, las variables como mantener o aumentar (idealmente) la eficiencia, considerando la democracia, la estabilidad, el alcance y la naturaleza de las estructuras institucionales casi siempre están en el proceso. El documento analiza la definición de reforma de las políticas públicas, siendo el sistema judicial portugués el caso de estudio. Teniendo esto en cuenta, en sus secciones, el documento considera diferentes dimensiones del proceso de modernización y reforma, a saber, los impulsores que motivan las reformas, el camino seguido, los momentos clave y los actores clave de las reformas y, finalmente, los impactos de las reformas.

Licenciada em Sociologia e mestre em Sociologia da Infância, pela Universidade do Minho. Licenciada em Gestão (2010), pela Universidade de Trás-os-Montes e Alto Douro. Licenciada em Direito, pela Faculdade de Letras da Universidade do Porto. Bolseira de Doutoramento da Fundação para a Ciência e Tecnologia.

Filipe Teles

Assistant Professor in the Department of Social, Political and Territorial Sciences at the University of Aveiro, Portugal, where he teaches courses in the fields of Public Policy and Political Science. Pro-rector for Regional Development and Urban Policies at the University of Aveiro. PhD in Political Science and is a member of the Research Unit on Governance, Competitiveness and Public Policy (GOVCOPP), where he has developed research work on governance and local administration, territorial reform, political leadership and innovation. Member of the Portuguese Association of Political Science, the Political Studies Association (UK), the International Political Science Association, and he is currently member of the Governing Board of the European Urban Research Association.

Lídia Oliveira

Lídia Oliveira has a degree in Philosophy from the University of Coimbra , Master's degree in Educational Technology from the University of Aveiro, in partnership with the University of Valenciennes (France) and Mons (Belgium). PhD in Sciences and Technologies of Communication from the University of Aveiro. Post-doctorate at CES - Centre for Social Studies - Associate Laboratory of the University of Coimbra. Aggregation Examination at the University of Aveiro, in the scientific area of Sciences and Technologies of Communication. Professor and researcher in the Department of Communication and Art at the University of Aveiro. Associate Professor with Habilitation.
