THE PATH TO PUBLIC POLICIES’ REFORM DEFINITION. THE CASE OF THE PORTUGUESE JUDICIAL SYSTEM

Resumo

Reforms imply changes, introduce new ways of planning, execution, and evaluation. It may also entail modernization and the introduction of innovative processes, which can be disruptive, and incremental, but always considering the challenge that rises in the beginning: governance ability. Therefore, the variables such as maintaining or increasing (ideally) efficiency, considering democracy, stability, the scope and nature of institutional structures most always be in the process. The paper analyses the definition of public policies reform, being the Portuguese judicial system the case study. Having that in mind, in its sections, the paper considers different dimensions of the modernization and reform process, namely, the drivers that motivate reforms, the path followed, the key moments and the key actors of the reforms, and, finally, the impacts of the reforms.

Licenciada em Sociologia e mestre em Sociologia da Infância, pela Universidade do Minho. Licenciada em Gestão (2010), pela Universidade de Trás-os-Montes e Alto Douro. Licenciada em Direito, pela Faculdade de Letras da Universidade do Porto. Bolseira de Doutoramento da Fundação para a Ciência e Tecnologia.

Filipe Teles

Assistant Professor in the Department of Social, Political and Territorial Sciences at the University of Aveiro, Portugal, where he teaches courses in the fields of Public Policy and Political Science. Pro-rector for Regional Development and Urban Policies at the University of Aveiro. PhD in Political Science and is a member of the Research Unit on Governance, Competitiveness and Public Policy (GOVCOPP), where he has developed research work on governance and local administration, territorial reform, political leadership and innovation. Member of the Portuguese Association of Political Science, the Political Studies Association (UK), the International Political Science Association, and he is currently member of the Governing Board of the European Urban Research Association.

Lídia Oliveira

Lídia Oliveira has a degree in Philosophy from the University of Coimbra , Master's degree in Educational Technology from the University of Aveiro, in partnership with the University of Valenciennes (France) and Mons (Belgium). PhD in Sciences and Technologies of Communication from the University of Aveiro. Post-doctorate at CES - Centre for Social Studies - Associate Laboratory of the University of Coimbra. Aggregation Examination at the University of Aveiro, in the scientific area of Sciences and Technologies of Communication. Professor and researcher in the Department of Communication and Art at the University of Aveiro. Associate Professor with Habilitation.
