Abstract

The logistics management of medicines is a strategic component of pharmaceutical services and plays a central role in ensuring access, rational use of medicines, and the sustainability of health systems. This article aims to analyze the foundations of medicines logistics management, discussing its main stages — selection, forecasting, procurement, storage, distribution, and use, from a systemic and evidence-oriented perspective. This is an analytical-conceptual study based on scientific literature, regulatory documents, and institutional references related to pharmaceutical services and health management. The analysis demonstrates that weaknesses in any stage of the pharmaceutical cycle tend to negatively affect the others, leading to outcomes such as medicine shortages, resource waste, health-related litigation, and reduced quality of care. The study also highlights the relevance of information governance, the integration of decision-making processes, and the strengthening of collegiate bodies, such as Pharmacy and Therapeutics Committees, to improve decisions regarding the incorporation and use of medicines. It is concluded that logistics management, when guided by technical criteria, transparency, and qualified use of information, is essential to promote efficiency, equity, and sustainability in public pharmaceutical services.

Adriana Garcia Orfale, Universidade Brasil

Graduated in Physical Therapy and Physical Education, specialist in Rheumatology, Therapeutic Pool and Acupuncture, master in Health Sciences from Unifesp (Rehabilitation). She served as coordinator and professor at various institutions (Faculdades Guarulhos, Santa Marcelina, UNISA). She is currently the corporate coordinator of the University of Brazil.

Angela Mitzi Hayashi Xavier , Universidade Brasil

Graduated in Physical Therapy (UNESP), master in Health Sciences (UNISA) and specialist in Strategic Management of Higher Education and Acupuncture. Experience in teaching, research and academic extension. She acts as a teacher and coordinator at the Universidade Brasil and UniSantanna, as well as coordinating post-graduation in Neuroscience (Statácio/Phorte).

Alexandre Laurindo Fernandes, Universidade Brasil

Master in Hospitality (Anhembi-Morumbi), MBA in Commerce Exterior and multiple specializations in Marketing, EAD, HR and IT. Graduate in Administration, Pedagogy, Accounting and Tourism. Experience of 35 years in companies such as Sebrae-SP and Serasa Experian. Currently he coordinates courses at UNIP and Universidade Brasil, also acting as a classroom teacher and EaD.

Viviane Cristina Longuini de Menezes, Universidade Brasil

Pharmaceutical-Biochemistry graduated from Camilo Castelo Branco University (2005), with specialization in the LIM25 of FMUSP (2006-2008) and Master's Degree in Sciences from FMUSP (2011). Postgraduate in Cosmetology and Aesthetics (2022). Experience in research and diagnosis in the areas of Human Genetics, Molecular Biology, Clinical and Microbiological Analysis. Professor in health courses, working with active methodologies in disciplines such as Physiopathology, Microbiology, Parasitology, Clinical Mycology, Pharmacognosy and Supervised Internships.

Jorge Eduardo de Menezes, Universidade Brasil

Graduated in Industrial Pharmacy from Universidade Brasil (2003), with specialization in Clinical and Toxicological Analysis (2004), Master's (2013) and PhD in Biomedical Engineering (in progress). He works as a professor and coordinator of the Pharmacy course (presence and EaD) of Universidade Brasil, Campus Itaquera, professor MEP I at FMU and General Coordinator of Graduate Studies and Research at Universidade Brasil. He has experience in Pharmacy, with emphasis on technological education and natural products, on the themes: enzymology, fermentations, organic chemistry, pharmaceutical and cosmetic technology, medicinal chemistry and pharmacognosia. Member of the Working Group on Pharmaceutical Education of the CRF-SP and evaluator of INEP/MEC.
